  13. WIN 3.11,  USR Sportster 28.8, reliable PPP ISP.

  15. Symptoms:
  16. 1600 bytes/sec on Net, but 3200 bps on a local BBS; 
  17. note - 3200 or better is to be expected.

  19. Successful Workaround:
  20. Open the Print Manager, click FAX icon and pause it,
  21. do NOT exit the Print Manager. Minimize it, but do not
  22. shut it down.

  24. Request:
  25. If you have a 28.8 modem and don't get FTP's at or above 
  26. 3000 cps, please try the workaround.  You can post the 
  27. results or *E me, and I will summarize and report back.
